On the occasion of the presidential election and the local elections in Tivat and Herceg Novi, held on April 6, 2008, CEMI has implemented activities of the monitoring of representation of minorities in the electoral process.
This is the first activity of this type in Montenegro, and the same is implemented within the project “Representation of minorities in the electoral process – Local elections in Tivat and Herceg Novi and elections for the President of Montenegro”, supported by the Foundation Open Society – Office in Montenegro. This publication, contains an analysis of the legal framework with the attention to legal and political representation of minorities in Montenegro, as well as monitoring of the participation of minorities in the electoral process at the elections for the President of Montenegro and the local elections in Tivat and Herceg Novi which includes direct contact with the representatives of minority people and political parties as well as monitoring of media, or commitment of presidential candidates to minority people through the programs presented in the pre election campaigns.
The report on representation of minorities in the electoral process, presents the results that CEMI obtained during thr monitoring, together with the conclusions and recommendations for improvement of the existing state of representation of minorities in the political life of Montenegro.
