New Call for Proposals for Small Grants

Centre for Monitoring and Research CeMI in partnership with the Centre for Democracy and Human Rights (CEDEM) and the European Integration Processes Affirmation Network (MAEIP)

within the project “Judicial Reform: Upgrading CSO’s capacities to contribute to the integrity of judiciary”, funded through the European Union’s Pre-Accession Assistance Program (IPA) and the Ministries of Public Administration

CALL

for the award of small grants to non-governmental organizations with the aim of supporting the achievement of a greater level of democracy and the rule of law in Montenegro

Proposals for projects worth € 5,000.00 to € 8,000.00 may be submitted no later than September 4, 2019. The total budget for the allocation of funds is € 48,000.00. So far, five civil society organizations have received the grant and there is one more grant to be awarded under this project. The projects will be implemented to support ongoing judicial reform in Montenegro by enhancing the participation of the civil sector in the monitoring of trials and / or policy-making, which will enhance the level of professionalism and integrity in the judiciary.

NGOs registered in compliance with the Law on Non-Governmental Organizations that meet the following criteria are eligible to participate in this competition:

  • have been registered as citizens’ associations at least one year before the deadline for submission of project proposals in this competition;
  • have their seat in Montenegro;
  • that they are directly responsible for the preparation and management of the project, with partners (if provided for in the project), and not act as intermediaries;
  • have an annual turnover of more than EUR 10,000 in the previous year (in the case of part of the capacity building program). If there is a project partner (s), the annual turnover of all organizations participating in the project must cumulatively exceed EUR 10,000.

Individuals, political parties, international and foreign organizations, government institutions, religious communities are not eligible to participate in this competition. Also, beneficiaries who have signed contracts under the IPA CSF Call for Proposals (EuropeAid / 135998 / DD / ACT / ME) are not eligible applicants for this call.
