According to data of the Center for Monitoring and Research (CeMI), 6.2% voters used their electoral right until 9 AM, as reported from this
organization.
CeMI’s PR coordinator Teodora Gilić, announced that 6.5% of voters from Podgorica used their electoral right until 9 AM this morning, 7.6% from the central region not including Podgorica, 5.1% from the South, and 6.1% from the North.
“During the electoral process a certain number of irregularities has been spotted: Polling boards from 8B and 9B in Podgorica, do not allow the
presence of CeMI’s observers due to their names missing on the list received by the State Election Commission, although they are duly accredited and have valid accreditation with them.” Gilic stated.
In Herceg Novi, as she said, CEMI’s observers witnessed members of the polling board reading names of the voters out loud and excerpt from the voters’ electronic identification device is signed only by the president of the polling board (and not a member of the polling board as well) which is a serious violation of secrecy of voting, i.e. Articles 69 and 68b of the Law on Election of Councilors and Members of the Parliament.
“At the polling station 11 “Virak” in Žabljak, voters’ electronic identification device wasn’t working. Polling board decided to continue the voting process by using visual identification which implies the president of the voting board to have an insight into IDs or passports in order to confirm voters’ identity, find them in the Voters’ list, enable signing and direct them into polling booths.” Gilic emphasized.
She added that all noted irregularities, turn out percentages, as well as all other pieces of information related to presidential elections, can be found on the web site www.izbori2018.me
„We invite all citizens to report irregularities to CeMI’s legal team by calling the number 077 600 061“, said Gilic.
She reminded the public that 532 599 of Montenegrin citizens have the electoral right and can vote in 1214 polling stations.
„CEMI’s monitoring mission has 1340 observers distributed in 90% of polling stations. During the Election Day. CeMI will have regular press conferences by which we will inform citizens on voters’ turn out, irregularities, voting trends as well as results estimations after polling stations’ closure.“, Gilic added.
In addition, she concluded, pieces of information will be available and regularily updated on the web site www.izbori2018.me as well as CeMI’s official Facebook and Twitter pages.
Data on the voters’ turn out until 11 AM will be announced at the press conference scheduled for 11:15 AM.
